Pakistan’s tobacco control framework needs reform

01 July 2026

Dear editor,

The frame-work for tobacco control in Pakistan remains outdated. It merely relies on the Prohibition of Smoking in Enclosed Places and Protection of Non-Smokers Health Ordinance, 2002. Following the 18th Amendment, the responsibility for tobacco control squarely rests with the provincial governments, but they are paying little to no heed. Potential legislation must prioritise accessible smoking cessation services to help smokers quit. The number of smokers will not go down without state-offered medical support. By providing cessation services and preventing tobacco use among the country’s youth, Pakistan can significantly reduce smoking statistics.
